my buddys rog gets 40k procs and twinproc for upwards of 80k and he still manages not to get agro... most the time

Any actual resaons? Or just hyperbole? This is a pet-only buff. Pets don't have weapon affinity, it won't proc a million times a minute if the devs don't want it to.

Additionally, if it procs a lot against non-trivial mobs, the pet will get agro and die. If it's grey-trash, who cares? Where does it become overpowered?

Well the whole "who cares" thing is out of the question as a defense. Who cared about pet pulling, DC pulling, or any of the other myriad of things that have been nerfed/fixed over the years? The first time somebody loaded the spell up and sent Bob on a rampage through an expansion or two old raid content it would be over powered in numerous non-pet class eyes. As far as non-trivial content goes PCs always have aggro over pets when they are within melee range. The devs would have to totally rework code to change that and I don't think that is going to happen.
